Primed for up to 900 homes, the Toowoomba site marks the largest project to date for the developer
Boldstone has settled on a major residential development site at Cotswold Hills, Toowoomba, with an estimated gross realisation value (GRV) of $400 million.
The site has previously carried DA approvals dating back more than a decade without progressing to delivery.
The $38 million Boldstone purchase clears the way for staged civil works under a master plan currently being finalised for around 750 lots.
The masterplan combines 500 square metre lots from $400,000, alongside larger 600–800 square metre lots for owner-occupier upgraders.
Boldstone Founder and Director Bianca Durack said the site represented both a scale milestone for the business and a strategic positioning play in a region the developer was deliberately leaning into.
“This is the largest project we’ve taken on, and a deliberate step up. Cotswold Hills gives us the scale to deliver a genuine community in Toowoomba at a time when supply isn’t keeping pace with regional demand.”

A natural creek corridor running through the site will be rehabilitated as a green spine through the project, with a walking track planned along its length. A small commercial precinct is also under consideration, potentially incorporating childcare, food and beverage and convenience uses.
DA lodgement timing and the EOI launch program for Cotswold Hills will be confirmed in the coming months.
