Tipalea Lodges DA for new Devonport Retail Centre

Leading retail property developer Tipalea Partners has lodged a development application with Devonport City Council for a new $40 million 7,500 square metre retail centre set to be delivered in 2024.

Prominently located on the corner of Stony Rise Road and Friend Street and adjacent to the Devonport Homemaker Centre in Stony Rise, the new neighbourhood retail centre will generate over 700 jobs.

Testimony to the high demand for more retail closer to the residential community in Stony Rise, Woolworths has committed to a lease as anchor tenant of the new centre. It will open a full-line supermarket spanning 4,000 square metres, including 400 square metres dedicated to online Direct-to- boot and Pick-up.

“Stony Rise Village presented an exciting opportunity for Woolworths to deliver a convenient, brand new full-line supermarket for our customers outside the Devonport CBD,” said a Woolworths spokesperson.

Tipalea plans for the supermarket to be complemented by a range of supporting retail and food outlets and will embark on a leasing campaign later in 2022. Potential additional retailers could include a medical centre, vet, pharmacy, bottle shops, vet, cafes, bakery and car wash.

According to Tipalea, Stony Rise Village will provide convenient everyday shopping facilities for the booming residential populations in Stony Rise, Miandetta and further south to Latrobe, Spreyton, Sheffield and other suburbs.

“The local community population is on such a high-growth trajectory, and Stony Rise Village is essential retail infrastructure that supports and enables this growth – these residents shouldn’t have to battle into the CBD to do their basic everyday shopping! Not only does it underwrite the continued growth of Devonport, but it importantly delivers convenience, choice and competitive prices to the local community,” said Scott Spanton, CEO of Tipalea Partners.

“Stony Rise Village will also be the most technologically advanced neighbourhood centre in the north-west with a full solar array, EV charging stations, weather station, free wifi, wireless charging stations, a dedicated smart building app, cloud-based CCTV throughout, car counters, duress intercoms and a building information dashboard,” he said.

Importantly, it will also introduce a range of contemporary retail design features not seen in Devonport previously including a modern and welcoming parents’ room, abundant and convenient parking with shade sails, drive-through click and collect, leading-edge technology and security, safe pedestrian access, separate truck and loading access and engaging public art.

Spanton noted that Stony Rise Village will also have a positive and lasting impact on local employment, generating around 200 construction jobs during its build and more than 500 permanent retail jobs once complete.

Tipalea anticipates Council and State Government approvals will take the remainder of 2022 to secure and once approved, construction will start in 2023, with Stony Rise Village earmarked for completion in 2024.

Tipalea is also currently constructing the 5,900 square metre Glebe Hill Village shopping centre in Hobart – the first new neighbourhood shopping centre in Hobart in over a decade.

Tipalea Partners has been investing and creating jobs in Tasmania for over 15 years, and Stony Rise Village will be the fourth Tasmanian project undertaken by the group.

Tipalea Partners has successfully developed several strong neighbourhood retail centres in locations such as Mackay in Queensland, Pimpama on the Gold Coast, Muswellbrook in the NSW Hunter Valley, and Launceston in Tasmania. These centres have been similar to Stony Rise Village and focus on Tipalea’s core competency of non-discretionary, convenience-based retail.
