Mirvac to Transform Former Industrial Site

Mirvac today announced plans to deliver a new masterplanned community in Wantirna South, in partnership with landowner Boral, following approval of the Planning Scheme Amendment by the Victorian Government.

Located approximately 25 kilometres south-east of Melbourne’s CBD, the 171-hectare former clay quarry and brickworks site will be rehabilitated by Mirvac and transformed into a new residential community featuring around 1,750 homes and expanded parklands, with access to established public transport connections.

Stuart Penklis, CEO of Development at Mirvac, said the approval marks a significant milestone for Mirvac’s national residential pipeline, with Wantirna South set to become one of Australia’s largest infill development projects.

“This approval strengthens Mirvac’s national residential portfolio and underscores the value of our partnership with Boral. Working closely with government, the community and other key stakeholders, we are turning a strategically located site into a sustainable community that will boost housing supply. This project shows how long-term partnerships can deliver scale, certainty, and positive outcomes for communities across Australia,” Mr Penklis said.

Vik Bansal, CEO and Managing Director Boral, said the approval was a significant milestone within Boral’s property portfolio which aimed to ensure the best possible re-use of lands once they had been rehabilitated at the end of operational life.

“We are proud of this partnership with Mirvac which will see our historic Scoresby site once again contribute to a strong Victoria, as the location for a sustainable community and housing for generations of Victorians. These projects demonstrate our capability in rehabilitation and reuse of resourced land,” Mr Bansal said.

Minister for Planning, Sonya Kilkenny, said: “We’re transforming underutilised land into a new community with more than a thousand homes, more parkland and more opportunities for families. We want to make it easier to build homes everywhere, because Victorians deserve to have a choice on where they want to live.”

The Wantirna South community will feature a diverse mix of housing, including freestanding homes, town homes and low-rise apartment buildings. All homes will be designed as sustainable, all electric residences, with provisions for electric vehicle charging and improved thermal efficiency to reduce environmental impact.

Beyond delivering a diverse mix of homes, Boral and Mirvac will revegetate and gift approximately 68 hectares of parklands to the State for public use, extending Jells Park within the Dandenong Valley Parklands corridor. The development will also enhance connections to regional walking and cycling networks, encouraging active transport and improving access across the site.

Elysa Anderson, General Manager, Residential Development Victoria at Mirvac, said approval of the Planning Scheme Amendment paves the way for a new masterplanned community in Wantirna South and marks a significant milestone for housing and community amenity delivery in Melbourne’s south-east.

“This project presents a unique opportunity to restore and revitalise land that has been privately owned for nearly a century. With support from the Victorian Government’s Development Facilitation Program, the approval unlocks this strategic site, transforming the former quarried land into a vibrant new connected community that will deliver more than 1,750 quality homes, alongside significant new community facilities and expanded public parklands.

Subject to planning approval, the project will also deliver a new neighbourhood centre incorporating a proposed café, medical centre, childcare centre and community hub. Almost 12 hectares of open space will be provided within the community, including senior and junior ovals, cricket nets, a sports pavilion, BBQ areas, shaded seating, playgrounds and landscaped gardens to support active and social lifestyles.
