Frasers Seeks Support for ECQ Expansion for Outlet Centre

5 April 2023

Frasers Property Group have lodged an application to the State Planning Authorities for the expansion of the ECQ Centre in Eastern Creek to accommodate 18,000sqm of additional retail space for a new Outlet Centre.

The $180m addition to the existing Centre proposes to house 101 retail factory outlet stores (including 29 popup spaces), at-grade car parking in the northern portion of the site for 444 cars; and basement level car parking for 727 cars together with a large multi-purpose outdoor area with play spaces, passive recreation and alfresco dining.

Frasers had originally obtained concept approval for the development of the site for 5 large retail buildings however the EIS notes that there has since been a decline in the demand for specialised retail tenancies, with major retailers reducing space or withdrawing from the Australian market altogether resulted in an oversupply of these types of spaces in the Eastern Creek catchment. The EIS said it was no longer feasible to develop the previous approved concept as part of the ECQ development but demand for retail outlet floor space in Western Sydney was well supported by the market.

The proposal forms part of a 34ha site, situated north of the Great Western Highway, between Rooty Hill Road South and the M7 Motorway. The application relates to Lot 3 (Stage 3) of the site, which has an area of 7.32ha and is fronts Church Street to the north.

The project is expected to add 500 jobs both during development and on an ongoing basis through the retail tenancies which will operate in the expanded Centre.

Frasers were unavailable for comment on the application which remains on exhibition until the 13th April 2023.
