Leading not-for-profit aged care provider ACH Group will invest $190 million in two new major developments in metropolitan Adelaide, redefining how South Australians age into the future.

Under new plans, ACH Group will deliver a $120 million premium retirement living development at Rose Park and invest a further $70 million in a new residential aged care precinct at Dover Gardens including the creation of 150 new aged care beds.

This investment reflects ACH Group’s commitment to shaping the future of ageing in South Australia.

$120m Rose Park Investment

Located on the corner of Fullarton Road and Hewitt Avenue, the Rose Park development will comprise of 72 retirement living apartments. The apartments will feature a range of smart technology, meet 7.5-star energy rating and balconies with sweeping views across the parklands and the Adelaide Hills.

Shared facilities will include a restaurant, private dining room, cinema room, library and rooftop terrace. A health and wellness hub with a consultation room, fully equipped gym, pool and spa also feature. Combined with the highest quality support ACH Group provides, this development truly sets a new benchmark in retirement living.

The development will also include the full restoration of heritage-listed Vasey House.

$70m Dover Gardens Investment

At Dover Gardens, ACH Group will build a new residential care home for 150 people, designed as ten small homes with 15 rooms each. This innovative model creates a warm, community feel and greater comfort for residents, reflecting a national move toward smaller, more personal living spaces. It also delivers on the Royal Commission’s recommendation for home-like environments in aged care.

Located just over a kilometre from the coast on the former Dover Gardens Primary School site on Folkstone Road, the development will significantly expand access to high-quality residential aged care, directly supporting older South Australians and their families at a time of unprecedented demand.

“Our approach epitomises best practice, combining the warmth and familiarity of a small home model with the highest quality care and support,” Ms Feldt said. “We are creating genuine homelike environments which promote reablement and incorporate layouts to help older people feel comfortable and connected.”

“We’ve listened deeply to older South Australians to understand what they need and want to deliver all that is possible to support ageing well,” she said. “These investments exemplify ACH Group’s purpose of good lives for older people bringing together technology and thoughtful design with a strong focus on staying active and connected, which we know is vital to wellbeing as we age. From the ground up, we are creating places where ageing well is encouraged, promoted and really supported. We are really excited to demonstrate what the future can hold for older South Australians.”

State Minister for Seniors and Ageing Well, Nat Cook MP, said: “We welcome investment from non-government organisations such as ACH Group, which bring diversity and support choice for people to age well. Older South Australians want housing that is appropriate, secure, and diverse. That’s why, alongside government investment in affordable housing, our Malinauskas Government has ensured the regulatory environment is fit for purpose by amending the Retirement Villages Act 2016, with changes commencing on 2 February 2026.”

Rose Park project plans have been lodged with the State Commission Assessment Panel.

Adelaide architects Brown Falconer lead the project design, with specialist interior design by Studio Tate. Builders are expected to be appointed in mid-2026 following a tender process.

Dover Gardens project plans have been submitted to the City of Marion. Construction is expected to start in the second half of 2026, with completion by mid-2028. The project has been architecturally designed by Brown Falconer and will be delivered by Sarah Constructions.
