NSW passes historic climate change Bill to pave the way for a sustainable future

The Green Building Council of Australia has commended the NSW Government on its groundbreaking move to successfully pass the Climate Change (Net Zero Future) Bill 2023, signalling a commitment to address climate change and move towards a sustainable future.

The landmark legislation enshrines emissions reduction targets into law for NSW while establishing an independent Net Zero Commission to oversee the state’s progress in achieving these goals. It is the first legislation passed in Australia that explicitly mentions the right to a clean, healthy and sustainable environment.

GBCA Chief Executive, Davina Rooney, said the passing of the Bill shows the NSW Government’s commitment to reducing emissions by at least 50% by 2030, 70% by 2035, and achieving net zero emissions by 2050.

“The NSW Government showed extraordinary leadership in introducing this legislation. Now that the Bill has passed, these targets will be codified into law which gives much needed clarity to the market and demonstrates a strong commitment to climate action,” Ms. Rooney said.

“This landmark decision is more welcome news in a week that has been full of policy wins for our climate, following the release of the Australian Government’s Net Zero in Government Operations Strategy on Tuesday.”

“It’s heartening to see governments at all levels taking bold steps to position Australia to achieve our net zero emissions targets.”

In addition to the emissions targets, the Climate Change (Net Zero Future) Bill 2023 incorporates key provisions that:

• Establish the Net Zero Commission: An independent, expert body responsible for monitoring, reviewing and reporting on the state’s progress toward achieving net-zero emissions.

• Introduce guiding principles for action on climate change.

• Set an objective to enhance New South Wales’ resilience to a changing climate.
